[PATCH 2/2] cli: convert "notmuch new" to the argument parser

Use the notmuch argument parser to handle arguments in "notmuch
new". As a side effect, this fixes broken STRNCMP_LITERAL usage that
accepts, for example, --verbosefoo for --verbose.
