[PATCH v5 11/12] emacs: s/tags/tag-changes/ for arguments of tagging functions

This makes the argument names more consistent and clear.  The
following functions changed: `notmuch-tag',
`notmuch-search-tag-thread', `notmuch-search-tag-region' and
`notmuch-search-tag-all'.
