This doesn't need an EMACS prereq.

`sed' will want to treat "EMACS" as an input file, so I think you
meant to do this:
test_have_prereq EMACS \
&& sed -i -e 's/^In-Reply-To: <.*>$/In-Reply-To: <XXX>/' OUTPUT
